My dear Sir: Gen. [Butchulder?] has shown your note in which you propose an interview with a view possibly to my becoming consulting engineer to your department.
I am much pleased with this possibility and if my health was better, would consider at once to see you. But as [strings?] [?], I am quite sure I would not be able at all [?] to give to your department the service it requires, and I ought not to put myself in a position I might not be able to fill. Under these circumstances, I am obliged, with great regret to decline your kind offer. Very truly yours, Tho Lincoln Casey.
