Dear Mr. Bankhead,

Yours of the 3d about Mr. Foster is received. But I am powerless to do anything for him as neither the Board or anything connected with it is in my office. The Board is under the Sec of State and he had better apply to Col William Ludlow through the State Dept. I hope you are well and enjoying the home in Alabama.
