After two other ineffectual attempts to see Vincent about you. I managed this morning on the third trial to catch him in. He said that no orders had as yet been issued in your case that he presumed it was owing to the changes that had been going on. I asked him if he thought there would be any impropriety for me to go up and see Mr. Stanton myself. He said that he knew from things that were going on that no action
