I made an official application for the leave and the same day the Board of Directors wrote a joint letter to Mr. Fessenden asking him to see the Secretary and get him to approve my application. On the 13th I received a letter from the Adjutant Gen'l stating that my leave could not be granted. I have also learned that Mr Fessenden went to the Sec. about the matter, but the Secretary said he would not promise to give the leave. being inclined however to do so if he could replace me.
