Please find enclosed copies of my communication to Mayor Low and of his reply thereto.

You will perceive that my letter to him on our behalf was a copy really of our former first production with a few paragraphs added, not changing however the spirit of it.

They realise more fully than before the difficulties attending the matter. The cost will be less under the new programme now proposed.
