Gentlemen:
We are in receipt of your favor of December 20th, which has been given due consideration, and in reply we would say that, while the Board of Trustees of the New York and Brooklyn Bridge have made no provision for the immediate payment of such persons as it may be necessary for you to employ in properly doing the work delegated to you in the resolution of investigation, the resolution nevertheless, as we are advised, looks to the employment by you of such assistants
