careful calculations based upon data derived from the working drawings and other existing sources will be approximate quantities.

The exact quantities of the several materials in the structure cannot be determined- that is an impossibility beyond the power of engineering science, arising largely from the fact, that many parts of the work as foundations, joints, backings and such like are not only inaccessible but invisible, and can be calculated or estimated only from the working drawings, the reports of the constructing engineers, and experience derived from similar kinds of constructions.

On the other hand the calculations for the determination of the strength of the structure can be made as close as will be required.
