My dear General

I have received the copy of Mayors Low's letter of Feby 8 in reply to ours of the 7' and your endorsement of February 9'. I shall leave the matter in your hands and shall be guided by your views entirely. If we go on with this business all we can do is to set men, in whom we have confidence, at work. To make an estimate and calculation from the drawings or of the quantities of materials in the Bridge or that would be wanted to build such a structure. If the Board of Examiners the Mayors will be satisfied with such a calculation will say so in writing and will have the money appropriated to pay these workmen we might go on.

In that case you could get the person recommended by Prof. Trowbridge as the Chief of the party and get the work going over in the office in Brooklyn.
