be certified by us to you but we have not seen our way clear under the conditions imposed to engage the services of the desired assistants. It is doubtful whether persons known as suitable or that would command the confidence of your Committee can be obtained for the work upon such Contingency: and as individually we have not the time and cannot be separated from our government duties to do this labor ourselves we have the honor to recall our [contact?] to act as examining Engineers for your committee believing it will expedite the required examinations if other Engineers are employed whose entire time can be devoted to this extensive and interesting work.
