To His Honor Mayor Low of the Committee of the Board of Trustees of this New York + Brooklyn Bridge.


Dear Sir

Referring to the letter of Mayor Grace the Chairman of your Committee dated December 27, 1882 in reply to our preliminary report of December 20, 1882 in which letter your Committee states:

“We are satisfied that you will require the aid referred “to and therefore authorize you to employ such assistants “as you may require and to incur the expenditure for “which you will make an estimate advising you at the “same time that it will be necessary to inform those “whom you employ that no provision has as yet been “made for their payment. We request a full and “thorough investigation as being necessary and the only “one which will be satisfactory to the Board of Trustees. “If you desire to employ your assistants under the “circumstances and to await the action of the Board “to make provisions for their payment we authorize “you to do so without delay.
