I have been a long time in preparing an answer to your last letter. I have been somewhat perplexed to know exactly what ought to be done.

One thing is certain: The Committee of the mayors of the two cities have had full power to act, but their course has been [strikethrough][rather][strikethrough] shifting and inclining to expediency rather than to assuming the responsibility placed upon them, and which they were expected to take.
