F.B. Morris, Superintendent of Perth Amboy Towing Line, - being duly sworn deposes and says, that on April 8th, 1888, the Tug Mary H. Packer, left Perth Amboy, N. J. at 12.15 A.M. with ten loaded Canal Boats and seven loaded Boxes in tow bound for New York. When just below the B. & O. Bridge the tug stopped to shorten hawsers, and make other usual preparations for passing the bridge assisted by our Tugs S. P. Linderman and Nannie Lamberton. One of the hawsers was accidentally caught in Propellers wheel, and before the hawser could be removed from the wheel the tow was carried by the swift running flood tide, time 4.30 A. M. against the centre pier of B. & O. Bridge breaking the boats loose and sinking the bow Box of Boat Stelle and Box N. E. T. 54 both loaded with coal, and damaging N. E. T. Box 60 to cosiderable extent, and doing slight damage to two other boats.

That the Tug I. E. Wilbur left Perth Amboy, N. J. at 12.45 A. M. April 8th, 1888, with fifteen loaded boats and one light boat in tow, that when at the point below the B. & O. Bridge the Captain discovered the tow of the Mary H. Packer, in trouble, he attempted to stop his tow, in so doing he collided with a large Schooner lying at the Bowker Fertilizing Works near the Bridge doing considerable damage to the Schooner, and carried away the mast of the New York Lighterage & Trans. Co's. Lighter Atlas, and also doing considerable damage to Boat M. A. Fox. The Tug S. P. Linderman had gone back and was assisting the tow, when the collission occurred.
