All the evidence furnished in favor of the present bridge & against the plan of the Board of Engineers is really against the narrow draw span and its location so near the New Jersey shore as to be out of the channel, thus inconveniencing all masted vessels & steamers with high smoke stacks that could not pass under the bridge. These objections to a great extent can be overcome by locating the pivot pier 250' to the west on the site of the present west rest-pier, & retaining the present west draw span of 208 feet in the clear. This would give one draw span of 208 ft., identical
