The height of the lowest part of the bridge superstructure cannot be lower than 50' above high water, as originally recommended by the Board of Engineers, without in the opinion of this Board proving in the end more of an injury to commerce than the extra cost of raising the bridge will prove an injury to its owners. The present plan for only 30' clear height at mean high water (or 34'8" at low water) will interfere seriously with tows, many of the coal barges having masts & derricks that can be adjusted to pass under a bridge with 50' clear headway but that would have to use the draw in the case of a low bridge.
