My dear Senator Frye.

I have fm of the 28' inst and hasten to reply that [crossed out] a more careful [crossed out] [crossed out] accurate inquiry concerning [crossed out] owing to the vagaries of the tides the time of High water at the head of the Arthur Kill [crossed out] makes it for the [crossed out] on the 31st will be 10.44 a m. (Standard Time)

The tow boat people inform us they try to arrive at the site of the Bridge about two hours before high water - which would [crossed out] give [crossed out] make [crossed out] it [crossed out] the time to be at the bridge 8.44 a m [crossed out] to be at the Bridge [crossed out]. Tow Boat will probably be able to [crossed out] run [crossed out] carry you down in one hour, which should [crossed out] make [crossed out] give the time of you leaving the Battery [crossed out] at [crossed out] say 7.44 a m. sharp. and no time to spare
