Colonel,
I was to have appeared to day before your Board to represent the Pennsylvania RRr Compy's transportation interest on the Kills, and had notified several gentlemen familiar with the subject to meet me, but the continued blockade on the roads has prevented my getting there, and I suppose all the others will be similarly situated.
Will you please notify us when you will again convene. I have endeavored to reach you by telegraph but that it also blocked.
